Someone finally wrote down who. Not who decides — the system has never had trouble naming who decides. Who is suable. Who signs, who bills, who holds the names, and whose name goes on the door when the door is kicked in.
A party is a legal person. It answers one question: who is the legal person here. A party is not authority and it is not membership.
A benefit is not a body. It is an object that some party administers, and every object names who carries the risk. A benefit with no risk bearer is refused. A benefit of the recognized kinds — adherence, venue access, capacity, custody — must name the instrument that lets its administrator extend it. A guild's own marks are the guild's own business, and need no one's licence.
An address is not transport. Every coordinate below is an address of meaning: it survives a relay change, it carries no key, and it resolves to whatever is current. A domain, a raw key or an onion in the address is refused by name.

RECEIPT — reported, not punished
finding: a vehicle that owns the names and invoices the public.
reading: unlawful, no. The arrangement a claimant attacks, yes. Reported so that it is
recorded rather than discovered later.
code: IP_AND_BILLING_IN_ONE_VEHICLE · outcome: recorded.
Findings of this class do not block a party. They are the boundary artifacts: the thing the map is for. A control that could never refuse anything is an advertisement, so every refusal above is exercised by a test that reaches it.
THE INSTRUMENTS — what crosses between vehicles
| address | type | crosses |
|---|---|---|
| kap:cryptoriken/boriken/wake.opco/instrument/ica-dock-intake-000001 | intercompany_coordination_agreement | wake.opco × salt.works × dock.society |
| kap:cryptoriken/boriken/wake.opco/instrument/msa-service-sale-back-000001 | management_services_agreement | wake.opco × dock.society |
| kap:cryptoriken/boriken/quiet.works/instrument/lic-software-000001 | ip_license | quiet.works × wake.opco |
Money does not move between parties because someone felt like it. It moves because an instrument says so: a management services agreement, an IP licence, a cost-sharing agreement, transfer-priced and evidenced per period. The operating vehicle sells the service back to the body. The body owns nothing and answers for nothing, which is how it survives being joined.
The flaw is kept on purpose: one vehicle in this map owns the names and invoices the public both. It is marked, not hidden. A map that showed only clean vehicles would be a brochure.
— the one who keeps the dock
(do not ask which one. there is always only one.)
